2021年政府信息公开工作年度报告

 

2021年,隆尧县教育局按照县委、县政府有关部署,紧密结合教育实际,深入贯彻落实《中华人民共和国政府信息公开条例》为主线,紧紧围绕《隆尧县2021年度政务公开工作要点》进一步巩固政务公开成果,规范政务公开内容,创新政务公开形式,突出政务公开重点,提高政务公开水平,有力地促进了各项工作的有序开展。

一、总体情况

(一)加强领导,健全组织机构。我局高度重视信息公开工作,成立了以局党组书记、局长张吉华任组长,局党组成员、副主任科员赵军杰任副组长,各股室负责人为成员的隆尧县教育局政务公开领导小组,定期召开会议,研究、部署政府信息公开工作,明确了专门股室、专门人员负责隆尧县政府信息公开平台的采编、发布和审核,切实保障了政务公开工作的顺利开展。

(二)完善机制,推进政务公开。以推进重点领域信息公开、及时回应社会关切、实行重要政策解读、提升政府公信力为重点,不断推进教育政务公开,切实保障人民群众知情权、参与权和表达权。一是编制了《隆尧县教育局政府信息公开指南》,明确了主动公开的范围、形式、目录和时限,依申请公开的受理机构、申请条件、申请办法、申请程序和办理期限,并在隆尧县政府信息公开平台发布,确保了需要获得本局政府信息公开服务的公民、法人和其他组织依法取得相关信息。二是建立了政府信息公开平台信息发布审批制度,所有发布信息需要经过股室负责人、股室主管局长、信息中心主管局长、信息中心负责人审核批准才能发布,确保了发布信息程序的规范性、内容的专业性。三是完善涉及政府信息发布协调、保密审查等多项制度。将政务公开工作纳入目标管理考核内容,对机关无密级的文件及时在县政府信息公开网,确保政府信息及时主动公开。

(三)加大力度,确保五个公开。一是决策公开。把公众参与、专家论证、风险评估、合法性审查和集体讨论决定作为教育局重大决策的必经程序,除依法需要保密外,均发到隆尧县政府信息公开平台和隆尧县教育局微信公众号,增加了公共政策制定透明度和公众参与度。二是执行公开。围绕“三深化、三提升”活动、重点民生实事、县政府工作报告、《隆尧县教育局2021年工作要点》等重大决策事项,按照责任股室职责分工,在教育局公示栏或隆尧县教育局微信公众号公开执行过程、落实步骤和工作结果等相关信息三是管理公开。制定了主动公开基本目录,结合机构改革和职能优化,依照“三定”方案,及时在隆尧县政府信息公开平台公开县教育局主要职责、机构设置和职能、联系电话,县教育局领导班子成员和科级干部分工,列清了权力清单和责任清单。四是服务公开。在隆尧县政府信息公开平台公开了《隆尧县教育局2021年秋小学阶段到人到户资金发放明细表(建档立卡)》《隆尧县教育局2021年秋学前资助到人到户资金发放明细表(建档立卡)》《隆尧县教育局2021年秋非寄宿生四类学生到人到户资金发放明细表(建档立卡)》《隆尧县教育局2021年秋初中阶段到人到户资金发放明细表(建档立卡)》《国开行大学生助学贷款政策》等信息,在隆尧县教育局微信公众号发布了服务信息298条。五是结果公开。在隆尧县政府信息公开平台及时公开教育系统工作成效和突出成果共计信息1024条,在隆尧县教育局微信公众号及时公开教育系统工作成效和突出成果,共计信息2580条。 (四)协调跟进,突出重点领域。一是联合执法公开。主动联系交警、司法、审批局等部门,联合开展校车安全、校园周边治理、校外培训机构摸底检查,在隆尧县教育局微信公众号发布关于校车安全联合执法、校园周边治理联合执法、校外培训机构整治等信息67条,对违法行为起到了有效的遏制作用。是招生信息公开。制定并发布了《隆尧县教育局关于下达2021年中小学招生计划的通知》,保证了义务教育招生入学信息公开;对全县取得办学许可证的民办非学历教育培训机构进行年度检查,在隆尧县教育局微信公众号发布年检通报,推动民办学校办学资质、办学情况及招生范围和收费公开。

(五)丰富载体,拓宽公开渠道。一是政策解读。参加县电视台“尧乡问政”栏目,就学生资助、规范办学、招生考试、教育管理等群众关心关注的热点内容进行解读,及时准确传递政策意图。二是微信公众号。依托隆尧县教育局微信平台,创设“最美教育人”“师德风采展示”等富有特色的栏目,开展信息发布、政策解读和办事服务工作。三是政府网站。每周两次,专人负责对隆尧县人民政府网站日常读网检查,保留检查记录,确保信息发布质量。

三、存在的主要问题及下一步改进措施

主要存在部分信息发布不及时、信息公开的规范性还不够强、对学校信息公开工作指导需继续加强等问题。下一步,县教育局进一步提升政务公开工作水平,加快推进教育现代化,实现隆尧教育高质量发展,奋力谱写教育振兴新篇章。

(一)及时发布政务信息。县教育局将继续认真贯彻落实上级全面推进政务公开工作决策部署,坚持以公开为常态、不公开为例外,紧密结合实际,牢固树立责任意识,观大势、谋大局,围绕教育教育改革发展,反映基层实际情况,增强政务信息工作的时效性、思想性和针对性,坚持实事求是,客观公正,为领导科学决策提供有力支撑。

(二)推进政务公开规范化。全面推进决策公开、执行公开、管理公开、服务公开、结果公开,大力推进教育重点领域信息公开,加大政策解读力度,积极主动回应关切,提升政务公开质量,不断提高教育工作透明度,真正让群众看得到、听得懂、能监督,办好人民满意的教育。

(三)加强中小学校信息公开。建立全县中小学信息公开工作责任制,中小学校长作为信息公开工作第一责任人,加强对本校信息公开工作的领导。各中小学公开信息要坚持公平、公正、便民的原则,体现及时、准确、规范的要求,努力将信息公开与日常教育教学有机结合起来,进一步规范学校管理,提高办事效率,提供优质服务。
